(2) Promote the participation of the public, local administrative organizations, and the public, and develop and enhance the knowledge of water user networks at the local level. (3) Study, analyze, and develop work on the conservation, restoration, and development of water resources to support operations at the local level. (4) Develop, conserve, restore, and improve water sources and water distribution systems at the local level. (5) Analyze the quantity and quality of water, and develop and test materials and equipment for the development and management of water resources at the local level. (6) Supervise and monitor the allocation and use of public water resources at the local level in accordance with relevant laws. (7) Survey and collect water data, serving as a network center for information and data on water resource management at the local level. (8) Conduct monitoring, prevention, mitigation, and resolution of water crises. (9) Promote, support, and provide technical and academic advice, standards, and regulations on water resource management to government agencies and local administrative organizations.
