Power and responsibilities

          The Department of Water Resources is a government agency under the Ministry of Natural Resources and Environment. Its mission involves the development, management, maintenance, restoration, and conservation of water resources; water allocation; water use; and the prevention and mitigation of damage caused by water resources, for the benefit of public utilities and other public interests. Its duties and powers are as follows:
(1) Carry out development, management, maintenance, improvement, restoration and conservation of water resources, water allocation, water use, prevention and solution of problems related to water resources in accordance with the Water Resources Act and other related laws. 
(2) Direct, supervise and recommend measures, criteria and methods for the conservation and development of public water resources and wetlands. 
(3) Inspect, supervise, and monitor the use of public water resources and concession water supply businesses as prescribed by law. 
(4) Study and research for the development, conservation, restoration, allocation and utilization of public water resources.
(5) Develop a database system and information network on water resources under the responsibility of the Department. 
(6) To determine or recommend improvements or amendments to laws, rules, and regulations related to the management of water resources under the responsibility of the Department. 
(7) Promote, support and provide technical advice, standards and regulations on water resource management to government agencies, local administrative organizations and other relevant sectors. 
(8) Perform any other operations as prescribed by law as the duty and authority of the Department or as assigned by the Minister or the Cabinet.  
Internal Audit Group
To perform the primary function of overseeing internal operations within the department and supporting the department's operations, reporting directly to the Director-General. 
Its duties and powers are as follows:1
(1) Conduct audits of the administration, finance and accounting of the Department. 
(2) Work with or support the work of other relevant agencies or as assigned by the Director-General. 
Management System Development Group
To fulfill the primary function of developing the department's administration to achieve effective, efficient, and cost-effective results, reporting directly to the Director-General, with the following duties and powers:
(1) Suggest and advise the Director-General on strategies for developing the civil service system within the department. 
(2) Monitor, evaluate, and prepare reports on the development of the government system within the department. 
(3) Coordinate and carry out activities related to the development of the civil service system in cooperation with various central agencies and agencies within the department.
(4) Work with or support the work of other relevant agencies or as assigned by the Director-General. 
Ethics Committee
Its duties and powers are as follows:
(1) Develop systems, tools and mechanisms to support the promotion of ethics in government agencies. 
(2) Promote, support, provide knowledge, training and development of civil servants in government agencies to have knowledge, understanding and awareness of morality and ethics. 
(3) Provide advice, recommendations, and suggestions on policies and measures for promoting morality, ethics, and upgrading good governance, preventing and suppressing corruption in government agencies, including guidelines for applying ethical behavior in the personnel management process of government agencies.
(4) Analyze ethical data to manage risks related to ethics, corruption, and misconduct.
(5) Establish ethical guidelines or behaviors that should and should not be done by civil servants in government agencies that are consistent with the roles and responsibilities of the government agencies, to be used in the personnel management process.
(6) Implement measures or action plans to promote ethics, morality and combat corruption, such as the development of ethical organizations, the promotion of ethics and the strengthening of discipline, and the assessment of ethics and transparency in the operations of government agencies.
(7) Campaign, promote, publicize, as well as create networks and coordinate cooperation between government agencies, the private sector and the public.
(8) Receive and act on complaints regarding violations of ethics, improper conduct or omission of duties by officials, and establish mechanisms to encourage public participation in monitoring the conduct of government officials in the agency.
(9) Monitor, evaluate, and prepare reports on compliance with the Civil Servant Code of Ethics and ethical requirements to be submitted to the Civil Service Commission.
(10) Serve as the secretary of the Ethics Committee and other related committees.
(11) Perform other duties as assigned by the Civil Service Commission or the Civil Service Commission.  
Inspection Group
Its duties and powers are as follows:
(1) Study and analyze policies, strategies, five-year operational plans and other plans related to the Department of Water Resources in order to prepare annual inspection plans and integrated plans with the Ministry of Natural Resources and Environment. 
(2) Support the work of the Department's inspectors in monitoring the results of government operations in accordance with the policies of the government, the policies of the Ministry of Natural Resources and Environment, and the policies of the Department of Water Resources. 
(3) Support the Department's inspectors in investigating the facts and resolving problems in cases where citizens complain or request assistance as assigned.
(4) To promote, support and coordinate cooperation in the administration of government agencies established in the regions.
(5) Develop an inspection system, a database system for inspections by departmental inspectors.
(6) Work with or support the work of other agencies that are related or assigned.
Legal Affairs Group
Its duties and powers are as follows:
(1) Implement the Water Resources Act in the part for which the Department of Water Resources is responsible. 
(2) Carry out work related to law, legal acts and contracts, work concerning civil and criminal liability and torts, administrative cases, and other cases within the authority of the Department. 
(3) Provide advice, diagnosis and interpretation of legal issues, including giving opinions on legal issues, including considering complaints and grievances regarding water allocation.
(4) Consideration and supervision of compliance with laws regarding permits, control of water use and operation of concession waterworks.
(5) Study and analyze in order to draft, improve, amend and develop related laws.
(6) Work with or support the work of other relevant or assigned agencies.
Department Secretariat Office
It has duties and powers relating to the general operation of the department and other government affairs that are not specifically assigned to any particular division or department. Such duties and powers include:
(1) Carry out general administration work, document management work, support work, secretarial work, coordination of government affairs and clerical work of the department. 
(2) Carry out operations concerning the finance, accounting, budget, supplies, buildings and vehicles of the Department. 
(3) Carry out matters related to human resource management, personnel development, merit system, welfare, and disciplinary work of the department. 
(4) Carry out matters relating to laws, rules and regulations, legal transactions and contracts, matters relating to civil and criminal liability, administrative cases, and other cases within the duties and powers of the Department. 
(5) Carry out activities related to public relations for the department's work. 
(6) Support the inspection of the department. 
(7) Work with or support the operations of other relevant agencies or as assigned by the Director-General.
Water Allocation Division
Its duties and powers are as follows:
(1) Inspect, control, supervise, and promote the operation of water supply concessions. 
(2) Develop academic knowledge, standards, formats, criteria, and technologies related to water allocation and water use. 
(3) Supervise and oversee the allocation and use of public water resources as prescribed by the Water Resources Act as the duty and authority of the Department. 
(4) Support and provide technical advice on water use and management of water for consumption to government agencies, local administrative organizations and the public. 
(5) Study, analyze, and monitor and evaluate related measures to increase the efficiency of water use and strengthen water security. 
(6) Work with or support the work of other relevant agencies or as assigned by the Director-General.  
Water Resources Development Division 1-2
Its duties and powers are as follows:
(1) Study, assess the potential and analyze the suitability of projects, determine criteria, formats and establish a control network system and implement construction, development, management, improvement and maintenance of water sources and water distribution systems under its responsibility. 
(2) Monitor and evaluate the performance of construction projects for the development and maintenance of water resources. 
(3) Provide technical and academic support and consultation on the development and maintenance of water resources to government agencies and local administrative organizations. 
(4) Develop and compile standards, specifications, criteria and manuals for the development and management of water resources. 
(5) Work with or support the work of other relevant agencies or as assigned by the Director-General. 
Strategy and Planning Division
Its duties and powers are as follows:
(1) Suggest, drive, and prepare action plans for the conservation of public water resources in order to conserve and develop public water resources in accordance with the Water Resources Act and other related laws. 
(2) Prepare the department's operational plan in accordance with the relevant policies and master plans. 
(3) Carry out tasks related to the preparation of the department's annual budget. 
(4) Monitor and evaluate the implementation of the Department's action plan. 
(5) Carry out work related to foreign relations and cooperation with foreign countries in accordance with the roles and responsibilities of the Department. 
(6) Coordinate and support the implementation of royal initiative projects and special projects. 
(7) Work with or support the operations of other relevant agencies or as assigned by the Director-General. 
Water Situation Analysis and Assessment Division
Its duties and powers are as follows:
(1) Study and develop water resource information systems and water situation analysis and assessment systems. 
(2) Study and develop systems for measuring, monitoring, forecasting, and surveillance of water situations. 
(3) Study, analyze, and determine areas at risk of flooding and drought in areas under the responsibility of the Department. 
(4) Suggest guidelines and measures to prepare for and resolve water crises, including integrating with relevant agencies in monitoring, surveillance, prevention, mitigation and resolution of water crises. 
(5) Work with or support the work of other relevant agencies or as assigned by the Director-General. 
Research, Development and Hydrology Division
Its duties and powers are as follows:
(1) Study and research in hydrology and climate change to develop knowledge, technology and innovation in water resource management. 
(2) Analyze the quantity and quality of water; develop and test materials and equipment for the development and management of water resources. 
(3) Analyze, collect, provide and disseminate hydrological and meteorological statistics data. 
(4) Develop and improve the water resources early warning system. 
(5) Work with or support the work of other relevant agencies or as assigned by the Director-General. 
Water Resources Conservation Division
Its duties and powers are as follows:
(1) Determine the format, criteria, and regulations for conservation, restoration and maintenance to increase the efficiency of natural water storage and maintain existing water sources so that they can be used efficiently. 
(2) Study, analyze suitability, and determine measures and prevention for the conservation, restoration and maintenance of water sources. 
(3) Supervise and oversee the conservation and development of public water resources and wetlands. 
(4) Study, analyze, coordinate, and take action to propose the declaration of environmental protection areas in accordance with the National Environmental Quality Promotion and Preservation Act and other related laws. 
(5) Promote and strengthen the water management network and supervise water resources. 
For the conservation, restoration, and management of water resources. 
(6) Provide technical and academic support and advice on the conservation, restoration and maintenance of water resources. 
Provided to government agencies, local administrative organizations, and the public. 
(7) Work with or support the operations of other relevant agencies or as assigned by the Director-General. 
Information and Communication Technology Center
Its duties and powers are as follows: 
(1) Study, analyze, design, develop and manage the information technology infrastructure, including the network and communication systems of the Department. 
(2) Study, analyze, design and manage big data, geospatial information and the department's data network center. 
(3) Study, analyze, design and develop application programs. 
(4) Support, disseminate information and provide information system usage services, including transferring knowledge in information technology.
(5) Support, provide technical services and carry out maintenance of computer systems and networks. 
(6) Work with or support the work of other relevant agencies or as assigned by the Director-General.
Water Resources Office 1-1
They have the following duties and powers within their area of responsibility: 
(1) Control, supervise, direct and recommend measures, criteria and methods for the conservation and development of public water resources. 
(2) Promote the participation of the public, local government organizations and the people, and develop and strengthen the knowledge of water user networks at the local level. 
(3) Study, analyze and develop work on the conservation, restoration and development of water resources to support operations at the local level. 
(4) Develop, conserve, restore, and improve water sources and water distribution systems at the local level. 
(5) Analyze the quantity and quality of water; develop and test materials and equipment for the development and management of water resources at the local level. 
(6) Supervise and monitor the allocation and use of public water resources at the local level in accordance with the relevant laws. 
(7) Survey and collect water data, serving as a data and information network center for water resource management at the local level. 
(8) Carry out monitoring, prevention, mitigation and resolution of water crisis problems. 
(9) Promote, support and provide technical advice, standards and regulations on water resource management to government agencies and local administrative organizations. 
(10) Work with or support the work of other relevant agencies or as assigned by the Director-General.
